I am often asked by non-profit organizations if I offer discounts or reduced rates. My answer is it depends on what your purpose is - non-profits come in many varieties - political, religious, social, humanitarian.

If you are a non-profit organization and the primary purpose of your organization or the major focus of your organization is charitable and you provide services to those in need without charge or condition and without discrimination based on the persons race, gender, religion, beliefs, immigration status, or sexual orientation, then yes I offer substantial discounts and reduced rates

If your organization limits its services to a certain group of people for a legal reason or out of necessity, for example a women's shelter I understand that is not discrimination.

If your organization's primary purpose or major focus is political, religious or social I do not offer reduced rates or discounts.

Churches and religious institutions are usually an open question.

If the PRIMARY PURPOSE or MAJOR ACTIVITY of your religious organization is helping those in need by providing food, clothing, shelter, education, or comfort without charge or condition regardless of the persons race, gender, religion, beliefs, immigration status, sexual orientation I consider you a charity.
